You Can Now Pay Rates Using E-Mali

In an effort to avail more rates payment options to the city’s property owners and make rates payment easier and quicker, the Municipal Council of Manzini has added Eswatini Mobile’s e-Mali digital payment platform as one of the methods they can use for payment of rates.
The Eswatini Mobile-driven platform has already been activated and is ready for use by ratepayers. Vending fees can also be paid using this platform. This latest development is an addition to a number of rates payment options that the Municipality has already made available to customers. These include MTN Mobile Money, Electronic Funds Transfer (EFT), Debit Order payment, debit or credit card swiping as well as cash at the Rates Hall. To access the e-Mali platform one has to be an Eswatini Mobile customer. They need to register for the e-Mali wallet by first going through the VELA Sim Registration process. Customers can self-register for e-Mali by dialling *232# and following the three-step process. Thereafter they are ready to start transacting.
The Municipality encourages digital rates payment in the wake of the ongoing Covid-19 pandemic which calls for as much physical distancing as possible. As part of a rates payment promotion that will run for the duration of the festive season, a ratepayer who pays their rates through the e-Mali platform will instantly receive anything from E10 to E50 airtime depending on how much they would have transacted (the minimum being E500). In other words, if one pays anything from E500 upwards through e-Mali, between the 1st and 31st December 2020, they will be guaranteed of a token of appreciation ranging from E10 to E50 worth of airtime which will immediately be loaded by Eswatini Mobile to their phones.

The following are the steps to be taken when paying rates using the e-Mali Eswatini Mobile digital platform;
- Dial *232#
- Select Option 6: Pay Bill
- Select Option 6: Other
- Enter Business Number: 100845
- Enter Account Number: e.g. 10510001
- Enter Amount: e.g. E800
- Enter PIN: Your e-Mali 4-digit PIN
- You’ll receive a message that will read: “Pay Bill 100845 – Municipal Council of Manzini – Account No. 10510001
- Confirm transaction by selecting “Confirm”
- You will receive a confirmation SMS that will read: “You have paid E800 to Municipal Council of Manzini”.
…PRIORITISE RATES PAYMENT THIS FESTIVE
Manzini property owners are encouraged to make rates payment one of their top priorities this festive season.
The Municipality notes that, due to various reasons, some property owners have not been able to pay their rates ever since they were billed in April 2020. Rates payment is a legal obligation and it is supported by the Rating Act, 1995. The rates money is used by the Municipality to deliver expected services to the city including waste collection, city lighting, grass cutting, road maintenance and others. Moreover, a number of strategic projects and programmes that can possibly transform the city for the better have been planned as part of the 5-year Integrated Development Plan (IDP). All of these require the availability of funds for them to be delivered. When the rates money does not come through as expected it becomes difficult for the Municipality to deliver services to the satisfaction of all citizens.
Those who are unable to pay the outstanding rates in bulk are encouraged to approach the Finance Department and agree on favourable payment arrangements such as monthly instalments. The urban government has a dedicated personnel that is always ready to listen to ratepayers and offer advice on affordable ways of settling outstanding rates. The Municipality further notes that estate properties tend to neglect the rates payment obligation yet they are required to continue paying notwithstanding their status. According to the Rating Act, 1995 the Executor of the estate has a responsibility to ensure that such property pays. The Municipality takes this opportunity to express appreciation to the property owners who have continued to pay their rates despite the prevailing socio-economic circumstances that prevail globally. The effort is commended.
