Cracking Down on Violations: An Awareness on Unacceptable Behaviour Within Informal Sector
Often times the Municipality gets criticized for taking action against people who violate regulations of the City of Manzini; particularly illegal trading. It is important to mention that the Municipality is dedicated to upholding the integrity of the vibrant city by taking action against illegal trading and other violations of city regulations. While some may criticize these actions, arguing that those engaging in illegal trading are merely trying to make ends meet, it is imperative to recognize that adherence to city regulations is essential for maintaining order. The Municipality acknowledges that individuals are bound to seek means to earn a living in a bustling city such as Manzini, however, she firmly believes that such pursuits must be conducted within the bounds of legality and respect for due processes. Without these safeguards, the city would descend into chaos, making it unmanageable. Therefore, the Municipality remains steadfast in its commitment to enforcing regulations and preserving the well-being of the city. Whilst it is true that there always must be a balance between law enforcement and humane management of illegal trading, it is equally important for members of the public not to obstruct city rangers from carrying out their duties. The following are some of the unacceptable behaviours within the informal business sector, which often attract attention from city rangers. Citizens are urged to desist from them and always strive to comply with city regulations;
- UNAUTHORISED OCCUPATION OF VENDING STALL:
Unauthorized occupation of vending stalls by individuals without proper permits is not acceptable. When security rangers come across such incidents, they take action to stop the illegal occupation and confiscate the goods of the unauthorized trader. Goods confiscated from unauthorized traders are released upon payment of the applicable fine. Permit-holding vendors who are no longer able to trade are not permitted to transfer their vending permits to a third party but are required surrender them to the Municipality so that they can be issued to someone else. Permit holders who need to be away from their vending stall temporarily due to circumstances such as illness or bereavement are required to report to the Municipality and request approval for a relative to temporarily operate the stall. Assigning a relative without reporting to and getting approval from the Municipality is a violation of the terms and conditions of the vending permit. Security rangers are tasked by the Municipality with enforcing these regulations and taking necessary action against unauthorized occupation of stalls. These measures help ensure fair and regulated vending practices in the city, promoting accountability among permit holders and maintaining order in public spaces.
- SELLING ITEMS ON CITY STREETS WITHOUT AUTHORISATION IS AN OFFENCE
Selling of items on the city’s streets without proper authorization from the Municipality (Council vending permit) is not allowed. The Municipality’s security team promptly intervenes when unauthorized street vending is observed. They confiscate goods and the Municipality issues fines to discourage future violations. Confiscated goods are only released after payment of applicable fines. The regulation of street vending aims to ensure that public spaces remain accessible and that informal businesses operate within designated areas (also referred to as vending zones). To engage in vending anywhere in the city, individuals must obtain authorization from the Municipality by obtaining a vending permit. Individuals who are unemployed and meet certain criteria such as being a registered citizen of the country or holding a permanent residency permit qualify to apply for a permit. Granting of permits is dependent on space availability. Each individual is allowed only one permit. Lending or selling permits is prohibited and illegal. Any individual who is renting a vending permit from a valid permit-holder is encouraged to report the illegal practice to the Municipality so that appropriate action can be taken. - SELLING OF COUNTERFEIT OR STOLEN GOODS IS UNACCEPTABLE
Another illegal practice that the Municipality actively addresses within the informal business space is the sale of stolen goods and counterfeit products. Such efforts not only protect consumers from being exploited but also uphold the integrity of businesses and the overall safety and security of the city. Members of the public are encouraged to collaborate with the Municipality by sharing information that will lead to a successful combat of theft and counterfeit activities. …MUNICIPALITY GRATEFUL TO EDUCATION MINISTRY FOR AUTISM CENTRE COMMUNICATION DEVICES
The Municipality is grateful to the Ministry of Education and Training for donating 12 communication gadgets in support of the city’s Autism Centre. The donation of the specialized gadgets aims to bridge an observed communication gap; empowering individuals to express themselves more effectively and engage meaningfully with their surroundings. The gadgets will enhance therapeutic approaches that are applied at the Manzini Autism Centre. Speech therapists and parents will integrate the devices into individualized communication plans to enhance language development, social interaction and overall communication skills. Training sessions will be facilitated for purposes of educating parents on how to effectively incorporate these communication tools into their daily lives. This approach will ensure that the impact of the donation extends beyond the walls of the Autism Centre, creating a supportive network for individuals with autism in their homes and communities.
